Will County Circuit Clerk

Andrea Lynn Chasteen

Andrea started her career in the Circuit Clerk’s Office in 1995, as a clerk in the customer service department and as a member of AFSCME, Local 1028. She learned and worked in many of the positions within the department. In 2000, Andrea was promoted to Assistant Supervisor of Customer Service and later promoted to Customer Service Supervisor.

In 2007, Andrea was promoted to Customer Service Manager where she had the responsibility of managing all customer service operations in the Courthouse and all Circuit Clerk facilities, including counter windows, call center, appeals, copy desk, child support division, mail desk, and publications. Andrea was promoted to the Director of Operations in 2015.

Andrea is a long-time resident of Will County, she relocated to Will County twenty seven years ago after her Dad’s job was transferred when his plant closed. She was born and raised in a small town in central Illinois. Andrea loved moving to Frankfort and thrived in her community. She attended and graduated from Lincoln-Way High School where she met her husband. After high school, Andrea studied business at Joliet Junior College. She is a mother of two active children (Jacob and Allison), and wife of fifteen years to Michael, who works for the CN Railroad as a conductor for over fifteen years and is a member of SMART Union.


  • Andrea’s responsibilities included many of the Electronic Initiatives outlined by the Administrative Office of Illinois Courts (AOIC), including: E-Appeals, E-Copy, E-Filing, Online-Interactive Forms, Online Order of Protection services, and most recently E-Guilty initiatives.

  • Andrea recently completed coordinating and the implementation of the updated Circuit Clerk’s website. The upgraded mobile friendly website provides free on-line access to court data and case information, copies requests, court schedules, and payment options.

  • These E initiates are in compliance with the directives from the Illinois Supreme Court. Many of the electronic services have been successful for court users to access the Courts from their home or office saving time and resources. Moving forward with technology ensures better service for our customers and overall operations of the Clerk’s Office.

  • Andrea has developed and continues to enhance customer service training and development. She has been an active presenter to train users how to use the electronic initiative programs and website. Andrea has successfully trained dozens of employees in her role as Supervisor and has successfully been responsible for promoting eight employees.

  • Andrea focuses on the fundamentals of court operations working with Judges, PDs, ASAs, Attorneys, municipalities and agencies every day to streamline processes. Her communication with users of the system are key to successful positive change. Andrea is actively involved in the schematics and planning of the new courthouse facility and the future Circuit Clerk’s Office. She will ensure that clerks and customers will have adequate space to work and interact.

Will County Recorder of Deeds

Karen Stukel

Karen is a life-long resident of Will County. She grew up in Joliet with her parents, Bob and the late Mary Ann Stukel, and her two sisters Deb and Barb. She has raised 3 sons Zachary 27, Michael 24, and Jordan 19. She currently resides in Channahon.


  • In an effort to do more with less, Karen has cross-trained her staff to promote greater efficiency in the office. Additionally, she has reduced her Management staff by 60%. Karen has also been working closely with the Veteran’s Assistance Commission and the Illinois Department of Employment Securities to educate veterans of the importance of recording their military discharge papers (DD-214). Karen has also assisted the US Attorney’s office with an investigation of a property fraud ring in which the individuals have been brought to justice.

  • Karen is in the process of implementing a new Land Records system. One of the key features that this system will bring to Will County is electronic recording. E-recording will enable the Recorder’s office to continue with the County’s initiative to “Go Green” by reducing postage and printing costs as well as the amount of paper being used to print receipts and rejection letters. When Karen took office there was a 5-day turn around for receiving your recorded document back. Documents are now returned in 3 days. The goal with the new system will be to return documents immediately after recording for any walk-in customers. The new system also has a Property Fraud component. This will allow individuals to register their personal information online from the comforts of their home into a database. In the event that a document is recorded against you or your address you will be notified in the manner that was specified.

  • Karen will continue to enhance the office with the back-indexing of the County’s historical documents. She is also in the process of opening an additional satellite office in Eastern Will County.

Will County Sheriff

Mike Kelley

Sheriff Mike Kelley is a 26-year veteran of the Will County Sheriff's Department.

Sheriff Kelley is a member of the Metropolitan Alliance of Police, the Illinois Homicide Investigators Association, a Moose Member, a former AFSCME #2961 Executive Board Member (Deputies Union), a former FOP Labor Council Executive Board Member (Deputies Union), and a former Metropolitan Alliance of Police #123 Executive Board Member (Supervisors Union).

He has been married to his wife, Leigh, for 21 years, and they have three sons.


  • He has worked in virtually every division within the Will County Sheriff's Department. Sheriff Kelley joined the Sheriff's Department in 1988, recently served as a sergeant in the Criminal Investigations Division.

  • He also has served as a patrol sergeant, as a Will County State's Attorney's Office investigator, in the Fugitive Warrants Division, as a deputy providing security in the Will County Courthouse and as a deputy in the Will County Adult Detention Facility.

Lauren Staley-Ferry

Lauren Staley-Ferry is a corporate trained process improvement and project management professional with 11 years of Fortune 500 experience in a national top 10 bank. In 2006, Lauren began her career at the then HSBC (purchased by CapitalOne in 2011) in an entry level operations position. She advanced quickly up the corporate ladder by earning a reputation as a top performer in every role along the way.

Lauren Staley-Ferry was born and raised in Joliet, attending grade school at St. Mary Nativity, before graduating from Joliet Catholic Academy in 1996. In 2013, Lauren made the decision to return to college to complete her degree. She felt that she had reached a ceiling in her career at CapitalOne for someone without a college education. After 3 years of enrollment in a full time class schedule, while working full time, being a mother, and running for and winning a seat on the Will County Board, Lauren graduated With Honors in 2015 from Rasmussen College. Her grit and determination is also evidenced by her vigorous efforts to stay physically fit. She is an avid runner, currently training to complete her 4th Chicago Marathon in 5 years.

Lauren, and her husband Ed, live in Joliet where they are raising their son Matthew. Ed is an IBEW Local 176 Electrician, employed by the city of Joliet. Matthew is a 2nd Grader at the Cathedral of St. Raymond School in Joliet. He loves playing soccer and baseball in the spring and fall. Lauren in May 2017, after 11 years, left her full time career, at CapitalOne, in Chicago, in order to be able to focus on her duties serving in elected office. She felt that she could not continue to maintain her own high standards

Candidate for Will County Treasurer

Tim Brophy

Tim was born and raised in Joliet, Illinois—one of five children to parents: Robert E. Brophy, Jr. – Joliet Firefighter, and mother, Beverly A. Brophy, RN. He graduated from St. Rays Elementary school before joining the class of 1980 at Joliet Catholic High School (nka Joliet Catholic Academy.) At graduation, Brophy was honored as “Hillman of the Year.” He was also awarded a Johnson & Johnson Co. full scholarship to Youth For Understanding as a Summer 1980 exchange student program in Barcelona, Spain.

Brophy earned his B.A. in 1984 from Illinois Wesleyan University in Bloomington, IL. He completed double major coursework in Business & Spanish and was a faculty selected Outstanding Senior in 1984. He served as Student Senator from ’80-81 & ’82-‘84; served as the Student Union Commissioner ’81-’82; and was Founding President of the IWU Collegiate Catholic Organization. Brophy completed a Masters of Business Administration in 1992 from The University of Chicago Booth School of Business.

Brophy began his professional career in local banking progressing to self employment as a residential lender and real estate broker. He now manages a team of eleven health policy professionals in a $15 million medical non-profit organization.


  • Tim’s community service work includes four terms (1995-2011) as an elected Joliet City Councilman. During that time he served as Finance Committee Chair; Land Use Committee Chair; and Communications, Technology & Information Systems Committee Chair.

  • Tim presently serves as President of Will County Habitat for Humanity; as President of the Irish American Society of County Will; as board member of the Joliet Arsenal Development Authority; and as newsletter editor of the Rotary Club of Joliet. He is a member of St. Raymond’s Parish, Joliet, and a Volunteer for the American Cancer Society Relay for Life.

  • He formerly served as: Daniel L. Will County Regional Supt. of Schools

Shawn Walsh

Shawn Walsh is a life long Will County resident, born and raised in Elwood. He currently resides in Elwood with his wife Amy and their three children Aidan, Nolan, and Liam.

Walsh attended Elwood Grade School and Providence Catholic High School. He earned an Associates Degree from Joliet Junior College, a Bachelors Degree from the University of St. Francis, a Masters Degree from Governors State University, and a Doctorate from the University of St. Francis. Walsh began his teaching career at St. Mary Magdalene in Joliet. He then was employed by Joliet Public School District 86 as a teacher and later as an administrator.

In 2007, Walsh accepted the position of Assistant Regional Superintendent, a role he held until 2013 when he became Regional Superintendent.

Will County States Attorney

James W. Glasgow

Will County State’s Attorney James W. Glasgow is honored to serve as the elected State's Attorney for the citizens of Will County. Jim has a long and distinguished career during which he has implemented many groundbreaking initiatives to investigate, prosecute and prevent crime.

He received his Juris Doctor from Northern Illinois Law School in DeKalb, Illinois. He has been practicing law since 1981. He and his wife, Gina, are the proud parents of five children: four sons and a daughter. They also are the happy owners of a Great Dane and a Collie.


  • Formed Will County’s first Gang Prosecution Unit and organized gang sweeps that reduced local gang shootings 40 percent in the 1990s and were featured on Peter Jennings’ World News Tonight.

  • • Pioneered Will County’s first Specialized Domestic Violence Court, which mandated abuser counseling to break the destructive cycle of violence. • Obtained $1.5 million in federal funding to enable prosecutors, police and victim advocates to battle domestic violence. • Purchased a new, ADA-accessible shuttle bus for use by the Veterans Assistance Commission of Will County to transport local veterans from Joliet to Hines VA Hospital where they receive necessary medical services. He purchased the shuttle bus using money forfeited to the state by criminals.

  • • Formed a Financial Crimes Prosecution Unit to assist those who are the victims of financial exploitation, theft, identity theft or loan fraud with an emphasis on protecting senior citizens. • Established the Will County Children’s Advocacy Center to stop child sexual predators in their tracks. • Spearheaded the creation of the Will County Drug Court, which was selected as one of the top 10 programs in the nation after posting a 92 percent success rate.

  • • Collected more than $1.5 million for local businesses through the State’s Attorney’s Bad Check Restitution Program. • Wrote the Animal Torture Statute, which created the first felony charge in Illinois for the abuse and torture of animals. • Authored several Gang Awareness and Prevention books, one of which was called “the primary primer on gangs” by the Chicago Tribune. • Formed a Crime Prevention Division that travels the county to educate citizens about gang violence, financial scams that target senior citizens, Internet safety and drug abuse prevention. During his career, Jim was named twice as the State's Attorney of the Year by the Illinois State Crime Commission.

Will County Board District 1

Laurie Summers

Laurie Summers is a lifelong resident of Will County. She has been married for 29 years, has three children and three grandchildren.

She has a proven track record of bringing government, business, non-profit and community stakeholders together. She has held numerous management roles in the private sector and in civic organizations throughout Will County.

Her candidacy is a reflection of her upmost respect for the hard working taxpayers. As your County Board representative, she will facilitate greater responsiveness, citizen inclusion, transparency and fiscal responsibility in fulfilling the duties of the office. Duffy Blackburn

Duffy Blackburn, in his first term, received the “2011 Illinois County Auditor of the Year Award”, reduced office operating costs by 38% or $1.1 million, and is recognized with national and state awards for being accountable to taxpayers as Will County is one of only 17 counties in the nation with an A+ grade and consecutive Sunny Awards for transparency and named by the Illinois Policy Institute as the 5th most open and transparent government in Illinois.

Blackburn is a Certified Public Accountant; BA in Economics, University of Iowa; MBA and Master’s of Accounting and Financial Management, Keller Graduate School; Executive Certificate, Harvard Kennedy School of Government. He is appointed by the Illinois CPA Society to its Government Executive Committee, a member of the American Institute of Certified Public Accountants (AICPA), the Institute of Internal Auditors (IIA), and the Association of Certified Fraud Examiners (ACFE). Blackburn serves as Treasurer for the Senior Services Center of Will County.

Duffy lives in Joliet with his wife Rachel and they have a 3-old son, Jack. They live with their two cats and their big lovable dog, Memphis.  Duffy is an advocate of labor and believes in the fair treatment of working men and women. Duffy's father, Bob Blackburn, was a Local 150 Operator while he was injured severely and now owns and operates a small industrial business. His mother is a doctor and professor of Public Health at Benedictine University and leads mission trips. And his grandfather, Robert Blackburn, Sr., was an Army Ranger, Community Relations Director at Caterpillar, and elected Township Collector.

Will Co. Board - District 2

Amanda Koch

I have devoted my life to public service. I served in the US Army for nearly twelve years, including two combat tours. I was medically discharged in 2014. I continued my public service as a teacher in a Title 1 district. I am currently taking a break from teaching after the birth of my daughter. However, my desire to serve is as strong as ever, and running for office means I can impact my community more directly.

My husband, Dan Koch, has spent 16 years in the military and is still serving, having gone on four combat tours. He is also a proud working member of the Local 597 Pipefitters. We both believe in truth, fairness, and service. My family is a strong team with a shared goal, and more importantly, we know what it means to sacrifice for the good of others.


  • I know politics is a battle, but I am battle tested. I am ready to fight for my community. I am a hard worker, and, through much research, I understand what is required to run a strong campaign. 2018 will be a pivotal race for Democrats, and if we work hard we can swing the political pendulum back our way.

Will County Coroner

Patrick O'Neil

Patrick O’Neil is currently serving his 5th term as Will County Coroner. As county coroner, Pat is responsible for investigating deaths that occur in Will County, work within his budget and keep pace with the increased population and growth. The coroner position is a 24-hour, 7 days per week, 356 days per year commitment and Pat has provided that to the citizens of Will County for the past 20 years. Pat is committed to being a full time coroner. Currently the office investigates approximately 3,000 cases annually and Pat has supervised over 50,000 death investigations in his tenure as Will County Coroner.

Pat has been involved in death investigation his entire adult life having earned over 700 hours of continuing education in forensic death investigation. During this time he has helped author Forensic Autopsy Guidelines and Manner of Death Guidelines for the Illinois Coroners and Medical Examiners Association; helped author federal guidelines for death investigators with the Department of Justice, opened Will County’s first morgue in July 2002, and recently has formed a coroner’s cold case squad to investigate the unknown identities of 11 skeletal remains. Additionally, he has obtained three donated x-ray machines for use at the morgue at no cost to taxpayers, most recent a digital x-ray machine. He has negotiated an intergovernmental agreement with the LaSalle County Coroner for morgue rental which has offset the costs associated with the morgue. Over the years, he has been recognized by Gift of Hope for his commitment to organ and tissue donation, this year receiving the 2011 Lifesaving Award.

Pat O’Neil is a graduate of Providence Catholic High School and Southern Illinois University Carbondale, M.S.F.S. He also has earned a masters certificate at the St. Louis School of Medicine Forensic Science Training Program, a Diplomat and Board Certified Fellow with the American Board of Medicolegal Death Investigators, and a Certified Level III Medical Investigator with American College of Forensic Examiners. He is a past president with the Illinois Coroners and Medical Examiners Association, a member of the International Association of Coroners and Medicals Examiners and the International Association of Identification. Pat has served on the Illinois Child Death Review Team and was a former Advisory Council Member for the Illinois State Police Forensic Crime Laboratory. Pat and his wife, Jenny reside in Lockport with their daughter, Shae; son, Ryan and their dog, Divot.

Will County Board - District 4

Jacqueline L. Traynere

Traynere has been a labor organizer for 18 years with the American Federation of Government Employees union. She also co-owns The Cleaning Authority, an eco-friendly home cleaning service in the Bolingbrook area. In this capacity she works with Cleaning For A Reason, a non-profit organization giving women with cancer free cleaning while they are undergoing chemo and radiation therapy. To date she has given away over 50 free house cleanings.

Jacqueline has been a lifelong resident of Bolingbrook and works tirelessly to engage the citizens of the community in their government and its laws.


  • Traynere has served on the Legislative committee and Capital Improvements Committee and currently serves on the Finance and the Public Health Committees.

  • Traynere worked in conjunction with the National Association of Counties and Waste Management to use the Energy Efficiency and Conservation Block Grant (EECBG) funds that the County qualified for to construct the Gas to energy plant.

  • Jackie previously served on The Heritage Corridor Convention and Visitors Bureau to represent the County of Will.

  • Treasurer for Citizens Against Abuse, located in Bolingbrook. CAA raises awareness of the reality of domestic violence and inspires unified action toward its elimination & prevention while remembering victims, empowering survivors, and providing resources to those it affects.

  • Jackie is President of Illinois Democratic Women of Will County and on the Executive Board of IWIL now, serving as Chair of the Alumnae committee.

Kenneth Harris

Ken Harris is a 19 year resident of Bolingbrook, IL and has resided in Will County for 43 years. He has been married for 21 years and has three children (16, 13, & 9). Ken has a BA degree in accounting from Augustana College, Rock Island, IL and is a Certified Public Accountant.

Ken’s education, work experience, volunteer work, and his desire to make a difference have prepared him to be an effective member of the Will County Board.

Ken believes he offers a change that you can believe in. He will strive to be open, honest, and represent the 4th District to the best of his abilities and make decisions that are in the best interest of our district as well as the County. Ken's main goal is to work with the entire board to produce a balanced budget, while still meeting the needs of a rapidly growing county. Will County Executive

Lawrence "Larry" Walsh

As County Executive in one of the fastest growing counties in the State of Illinois and nation, Walsh believes that it is vital to be proactive when it comes to growth and development in the County. On a daily basis, he works collaboratively with community, business and governmental leaders to insure that the County is prepared to move in an upward and positive direction.

An active member of the community, Walsh is involved in many organizations and serves on a number of boards and committees. He is on the executive board for the Will County Center for Economic Development, as well as on its strategic planning board. He also serves on the Will County Farm Bureau Foundation board, Youth Experiencing Success in School (YESS) advisory board for Joliet Township High Schools, and the Collins Street Task Force. He also is a member of the Elwood Lions Club, the Joliet Exchange Club and the Joliet Region Chamber of Commerce and Industry, His involvement with numerous social service agencies includes Morningstar Mission, Big Brothers, Big Sisters of Will and Grundy counties, Lambs Fold and Cornerstone Services.

Walsh, 68, is a lifelong resident of Elwood, IL. He was educated through the Elwood grade school system, is a graduate of Joliet East High School and holds an associate degree in agriculture and business from Joliet Junior College. Walsh also holds an honorary doctorate in humanities from Lewis University. Along with his sons, Walsh continues to farm family property in Elwood. He is married to the former Irene Quigley and together they have six married children – Larry Jr., Frank, Matthew, Sarah, Shawn and Brian – who have given them “19 wonderful grandchildren”.

Will County Board District 6

Joe Van Duyne

Joe is a married father of two, from Wilmington. He is a 20 year member of the IBEW Local 176, keeping up a family tradition that stretches over 3 generations.

Joe is best described as a man who is deeply committed to his family and his community. He coaches youth sports in Wilmington and volunteers his skills wherever needed to keep scoreboards working and fields in good condition.


  • A past elected union official, Joe previously served as Wilmington Alderman where he has a strong track record of being fiscally responsible with taxpayers dollars.

  • In elected office, Joe has been known for asking tough questions and voting against back room deals.

  • Joe believes in good government and will work to ensure transparency and a positive future for all residents.

Rachel Ventura

Rachel was born & raised in Joliet. She attended Joliet Central high school before graduating from Benedictine University with a BS in Mathematics.

Rachel is a single mother (of twins) but was a military spouse for ten years.

Rachel currently work as a business director for an international publisher.

Michelle "Mimi" Cowan

Mimi was born, raised, and educated in Naperville, Illinois and has spent her career in the arts and education. Since graduating from North Central College with a B.A. in Music and Speech Communication, she has lived in six different American cities and also Galway, Ireland, where she completed her Master's Degree.


  • Mimi moved back to northern Illinois in 2010, while finishing her doctoral dissertation (History, Boston College) on Irish and German immigrants in nineteenth-century Chicago. She has taught at Boston College, Lake Forest College, and North Central College, and also worked as a special ed assistant in the Naperville public schools.

  • Mimi is running for Will County Board because she knows and loves her community. “I know that we are a community of moderates," she explains, "who see the value in a long-term, financially stable plan that includes adequate funding for the services and infrastructure that make our area such a great place to live and raise our families. Elizabeth J. "Beth" Rice

Elizabeth “Beth” Rice is a 39 year resident of Will County and graduate from Romeoville High School. Currently employed as an elementary reading specialist and union member, she is aware of the needs of the working class. A married mother of three high school, middle school, and elementary aged children, she is aware of the challenges related to raising a family. Experience working with parents, teachers, professional organizations and administration with limited budgets to advance literacy skills makes her a qualified candidate to work to advance Will County. She pledges to effectively work with residents, County Board members, county employees, and fellow board members to ensure that all of Will County is a good place to live, work, and raise a family.

Herbert Brooks, Jr.

Herb has been a member of the County Board since 2008 and serves on the Capital Improvements Committee and the Legislative & Policy Committee. He has been the Pastor of St. John. Church since May 1990. He has been active in many local organizations including: President of Joliet Ecumenical Clergy Association (JECA), former President of Rainbow PUSH, Superintendent of Evangelism for the Lebanon Baptist District, NAACP- Board member, Silver Cross Hospital Community Commission Council- Member, Family Violence Coordinating Council - 12th Judicial Circuit, Will County, IL, and Member, Health Cares Authority Coalition Herbert and his wife, Gwen, have been married since November 1, 1974. He and Gwen are the parents of five children and eight grandchildren. A graduate of LaSalle University of Chicago with a Bachelor Degree in Business and John Marshall Law School with a certificate of completion in Social Law, Chicago.

Will County Board - District 8

Denise E. Winfrey

Denise has been a member of the County Board since 2009 and serves on the Capital Improvement Committee and the Land Use Committee. As a County Board member, she is a commissioner of the Will County Forest Preserve. She is also a member of the City Center Partnership and serves on the Economic Development Committee.

Denise believes in community service and does this through her participation on several not for profit boards, including the Will Grundy Center for Independent Living; the Will Grundy Medical Clinic; the National Hook Up of Black Women, Inc; Friends of the Forest Preserve; and St. Joseph Academy School Board.

Denise is an alumna of Lewis University, Romeoville, Il, BA; American University, Washington, D. C., MSOD; Gestalt Institute of Cleveland, post graduate certificate.


  • Ms Winfrey represents Will County as a member of the National Association of Counties (NACo) and is vice chair of the Large Urban Caucus, a member of the Committee on Economic and Workforce Development, and the International Development Task Force.

  • She has been involved in Joliet Township Government as Township Collector for several years.

Tyler Marcum

Tyler is a 5th generation Joliet resident, residing in district 10 his entire life. He is a graduate of Benedictine University in Lisle, Illinois where he was 4 year NCAA athlete, receiving his Bachelor's degree in Political Science.

Tyler has served as a member of the Joliet Township High School Board since his election in April 2014.

Tyler and his wife Beth have been married since January 2016. He works as a multi-county liaison for homeless children and youth


  • As an active member in the community, Tyler has served a member of the Joliet Township Foundation, the American Cancer Society Relay for Life, and the Joliet Township Alumni Association.

  • In 2014, Tyler was appointed by former Gov. Pat Quinn to serve on the Young Adult Heroin Task Force where he was the representative for all school boards in the State of Illinois.

Mark Ferry

Mark Ferry has lived in Plainfield Township since 1976. His and his wife Patricia have been married for 35 years. They have three sons and six grandchildren. Mark is a graduate of Lockport Central and Southern Illinois University with a degree in Communications. Mark is currently employed at Citgo Petroleum Corporation – Lemont Refinery. He is a member of good standing with the United Steel Workers Union. He has served on the Union Workman’s Committee.

Mark’s top priority as a County Board member would be to support job creation efforts. He also wants to continue to working to bring infrastructure investment to the state’s fastest growing county. Mark says the current board does not do enough to plan for the future and put plans into action. He also will work to balance future advancements with preserving the quality of life for local residents.
